Federal Legislative Update

Speaker: DAVID C. SMITH is Vice President of Ebenconcepts Company, Inc., a Fayetteville, North Carolina based consulting and employee benefits agency with offices throughout North Carolina, Georgia, Texas and Louisiana. A native of Banner Elk, North Carolina, he is a graduate of the North Carolina School of Science and Mathematics, North Carolina’s statewide public residential high school for academically gifted students. David earned his Bachelor of Arts degree in Political Science from the University of North Carolina, Chapel Hill in 1991 and completed his law degree from North Carolina Central University School of Law’s competitive Evening Program in 1999 while working full-time.

During David’s work in the early 1990’s as policy and research advisor to Lieutenant Governor Dennis A Wicker, he was responsible for drafting North Carolina’s major revisions to the Small Group Health Insurance Reform laws. He also served as policy director for the State Health Plan Purchasing Alliance Board, coordinating relations with numerous health insurers, agent associations and other major constituencies during the start-up of the Caroliance program, North Carolina’s experiment in health insurance purchasing cooperatives. He remains actively involved with the NC Department of Insurance on issues affecting small groups and agents within the state.

From 1997 until earlier in 2002, David worked with Blue Cross and Blue Shield of North Carolina, the state’s major health insurer, in numerous capacities in the sales and marketing division. During his last three years, David coordinated relationships with producers throughout the state and developed one of the best-in-class agency performance management tools for the insurer. In addition, he was responsible for managing numerous major projects, including creation of a coordinated business support unit for agents as well as the transition of 12,000 Conseco policyholders to BCBSNC.

David practiced law on a full-time basis from 2002 until mid-2008, initially with his own law firm and later Herring Mills & Kratt PLLC in Raleigh, North Carolina. While practicing, he focused on employee benefits and insurance related matters as well as employment law defense work and civil litigation. His clients included a number of the largest health insurance agencies throughout North Carolina and the Southeast region and a growing number of employers from around the state. He has also authored articles in national magazines on the impact of the privacy rules on agents and employers throughout the United States and speaks before groups nationally on issues related to insurance agents and agencies. He continues to practice law with various insurance agencies and clients nationwide.

David is also a very active member of the National Association of Health Underwriters, serving in leadership positions at the local, state and national levels for the organization. David recently completed his term as President of the North Carolina Association of Health Underwriters and will be the Chair of the National Association of Health Underwriters’ Legislative Council in 2010, bringing his political skills and practical experience to assist the organization in the coming debate on health care reform. He has also served at the national level as Chair of its Bylaws Committee and a member of numerous other committees and working groups.

Current Issues in the Pharmaceutical Industry

The presentation will lay out the role of pharmaceuticals in US health care and health care spending. It will specifically address the perspective of the pharmaceutical industry on current health policy topics, including health reform, generic competition, and comparative effectiveness.

Speaker: Tamer Abdelgawad
Tamer Abdelgawad is Director, Economic & Policy Analysis at Pfizer Inc. He joined Pfizer in 2006 and his work has focused on pharmaceutical innovation, intellectual property, access to medicines, and health reform. Prior to joining Pfizer, Tamer was an adjunct professor of Economics at SUNY Brockport and an independent consulting economist. He obtained his bachelors in Applied Mathematics and Economics from Brown University and his masters in Economics from the University of Rochester. He currently lives with his wife and new-born son in downtown Manhattan.

Brett Rosen serves Digital Insurance as Senior Vice President, Sales. He and his team are responsible for creating strategic service partnerships with agencies throughout the country as well as acquiring books of business from firms looking to exit or partially exit the small group marketplace. Rosen joined Digital in 2004 when the company was looking for Regional Sales and Business leadership. With a 12 year track record of delivering exceptional sales results for some of the nation's leading insurance carriers, he was the perfect fit for the rapidly growing company. Prior to that, he was a business and technology consultant with Accenture and later started and ran his own technology firm.

Since joining Digital, the company has grown from 25 to over 140 employees, revenues have grown at a rate of more than 50% per year and strategic agency partnerships have grown from 40 to over 150. In that same period Digital has completed over 20 acquisitions. Rosen has great pas-sion for helping employee benefits agencies strengthen their business by identifying opportunities for improving the efficacy and the efficiency of their sales and service teams. He enjoys speaking to industry groups on a range of topics including The Current M&A Market, Valuing Your Agency, Best Practices for Evaluating and Implementing Outsourcing Arrangements and Effectively Serving Small Employers. Rosen graduated with a Bachelor of Science Degree in Business Administration from Bucknell University in 1989, and is a member of Atlanta Chapter of the National Health Under-writers Association and NAIFA, and is a licensed Life and Health Agent in the State of Georgia.

Health Insurance Reform - What's Next? A Federal Legislative Update

Speaker: Ken Sherlin, NCAHU Federal Legislative Chair
Ken Sherlin is the regional Director of Keystone Financial & Benefit Re-sources. Ken entered the insurance industry in 1979 with Pilot Life, now Lincoln Financial. He jumped right in and served as Chair of every committee in the former Asheville, now West-ern NC local Association of Insurance and Financial Advi-sors, providing leadership and development. In 1989 he became the President of WNC ALU and served on the board of the NC Association of Insurance and Financial Ad-visors. He is North Carolina’s National Representative and the longest serving State Board Member. In 2004 he be-came a member of NAHU and in 2006 he became Presi-dent of the Western North Carolina Association of Health Underwriters. Since 2006, Ken has held the positions of Legislative Chair of the Western NCAHU and the Federal Legislative Chair for the NCAHU. He holds the designations of LUTCF, CLTC and LUTC. Ken is an active speaker across the state, representing NCAIFA and promoting and developing the role the state plays in everyday activities.
