Consumers have largely been the party responsible for paying the difference when these two entities cannot resolve these billing issues. The Consolidated Appropriations Act, signed late last year, includes the "No Surprises Act" a rule that is designed to hold patients harmless from surprise medical bills, including from air ambulance providers, by ensuring they are only responsible for their in-network cost-sharing amounts in both emergency situations and certain non-emergency situations where patients to do not have the ability to chose an in-network provider. This agreement utilizes an arbitration process with some patient safeguards.
